to fill the position of the

Administrative Assistant for German Resident Twinning Advisor

Administrative Assistant to Resident Twinning Advisor (RTA) in an EU funded Twinning Project “Support to the State Border Guard Service of Ukraine in further development IBM approaches for travel document verification and stolen motor vehicles detection” between Germany (Federal Police - BPOL) together with Poland (Polish Border Guard - PBG), Lithuania (State Border Guard Service at the Ministry of the Interior of the Republic of Lithuania - SBGS) and Ukraine (State Border Guard Service of Ukraine - SBGSU). The German RTA supervises the project implementation and coordinates all project activities. He is located in an office at the premises of the SBGSU in Kyiv. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, which is supporting the German BPOL in project and financial management, will be the contracting institution to the RTA Administrative Assistant.

PROJECT BACKGROUND:

The purpose of the project is to improve the operational capacity of the State Border Guard Service of Ukraine, to assist in establishing an integrated border security management system and to align it with the EU Member State standards, models and best practices.

Area of responsibilities:

Under the guidance of RTA and in cooperation with the responsible counterpart at the SBGSU, the RTA Administrative Assistant will be expected to carry out the following duties:

  • Develop and maintain close working contacts and relations with Ukrainian officials involved in the Twinning Project, the Project Leaders from German, Polish, Lithuanian and Ukrainian side, the short-term experts and involved organisations in Ukraine and the GIZ project and financial management;
  • General support to the RTA in terms of administrative assistance, office management, correspondence, record keeping and filing, bookkeeping and accounting;
  • Support the RTA in organisational, logistical and technical matters, especially with organising conferences, training sessions, workshops, meetings, expert missions and study visits of experts;
  • Elaborate mission programmes and schedules for short-term experts in consultation with the RTA; drafting of other written materials in relation to the project in Ukrainian/ Russian/ English/ German/ Polish languages;
  • Help arrange contacts or meetings, attend meetings and draft and disseminate minutes;
  • Assist the RTA in monitoring and reporting tasks;
  • Assist the RTA and the short-term experts in matters related to language problems due to being and working in a foreign country;
  • Support the STEs in organisational and technical matters, including assistance to solve travel, accommodation and any related problems;
  • Assist the RTA in identifying, contracting and monitoring commercial translation and interpretation services;
  • Perform other tasks as assigned.

    Requirements to candidates:

  • University degree, preferably in the field of Public Administration, Translation and Interpreting or at least three years of professional experience in the relevant field/sector;
  • At least three years of working experience in the relevant field/sector or in translation and/ or interpretation activities; experience with simultaneous interpretation would be an asset;
  • Appreciation of country’s border management system would be an advantage;
  • Fluency in Ukrainian, Russian and English languages; fluency in Polish or German languages (both oral and written) would be an asset;
  • Ability and willingness to familiarise quickly with legal and border security terminology in Ukrainian/ Russian/ English/ German/ Polish languages;
  • Preferably knowledge of EU structures and terminology;
  • Excellent knowledge of office applications (e.g. MS Outlook, MS Excel, MS Word and MS Power Point, etc.) and internet browsers;
  • Previous working experience in international projects or organisations would be an advantage;
  • Ability to establish and maintain effective working relations and to work in a team;
  • Organisational and analytical skills and initiative;
  • Excellent interpersonal and communication skills;
  • Flexibility to travel within Ukraine and Europe, including passing the visa application process.

    The applicant may not be (or have been in the past 6 months) a civil servant or agent of the beneficiary administration nor be on leave from the beneficiary administration to take up the position. The person has to have private entrepreneurship or is willing to apply for it immediately in order to be employed as an expert.

    Employment conditions:

    Position with 40-hours working week.

    Start and duration of the contract: Asap until 10 October 2018 (approx. 3 months)
