Based in Sloviansk with approximately 35% travel (Kyiv, Severodonetsk and Mariupol), the Area Coordinator is responsible for management of all ACTED operations in Eastern Ukraine. The Area Coordinator will supervise 3 bases – Sloviansk (Area Office), Severodonetsk and Mariupol (sub-offices).
Roles and responsibilities
1.Ensure ACTED Representation in the area of activity
Representation vis-à-vis local authorities:
Lead on and Participate in meetings with local authorities, ensuring visibility/understanding of ACTED/REACH activities.
Liaise with local authorities in relation to local project registration and reporting requirements
Representation vis-à-vis Donors:
Establish and update contact details of potential Donors active in the area of activity;
Participate in Donor meetings at local level and communicate relevant information to the Country Director;
Facilitate and organize donor field visit.
General Coordination:
Present ACTED/REACH activities, priorities and strategy to external stakeholders.
Participate in relevant coordination meetings (GCM, clusters, Cash Working Group etc);
Maintain regular contact with UN-OCHA and ensure contribution to 3W/5W and HRP reporting are done in a timely way.
Maintain an understanding of activities, areas of interventions, priorities of peer agencies in E. Ukraine.
Be the main contact person for ACTED in Eastern Ukraine.
Establish a contact list of national and local organizations active in the area of intervention.
More generally, the Area Coordinator is expected to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.
FLATS Management:
Closely supervise and monitor the work of finance, administration and logistics teams in the area.
Ensure monthly logistics reporting is undertaken accurately and on time.
Facilitate transport planning between project and logistics teams as required.
Ensure monthly fuel reconciliation.
Ensure Area Office complies with monthly financial closure and general accounting requirements.
Budget and cash planning for field office requirements.
Budget and cash planning for project activities under the Area Coordinator’s line management.
Ensure full compliance at area level with ACTED procurement procedures.
In liaison with HR, ensure staff appraisals for all staff in the area of responsibility are done.
In liaison with HR, ensure adequate training of all staff on ACTED’s.
In liaison with HR, oversee any staff disciplinary process
Team Management:
Line Manage the ACTED FLATS team in the area of operation.
Line Manage the ACTED Cash Transfer Program Team in the area of operation.
Support and facilitate REACH, ACTED AME Team and ACTED Preparedness team programme implementation.
Organize and lead weekly coordination meetings;
Prepare and follow work plans;
Ensure a positive working environment and good team dynamics;
Adapt the organigram and ToRs of personnel according to the area development;
Undertake regular appraisals of directly supervised staff
Ensure all offices are adequately
Security and premises:
With the security officer under his/her responsibility, monitor the local security situation and inform Country Director of developments through regular written reports;
Update the security guidelines in the area of intervention on a bi-annual basis;
Ensure that all staff are trained, understand and respect security procedures.
Draft SIRs as required.
Ensure all premises (offices and GHs) are adequately equipped and supplied for secure, safe and appropriate working conditions.
Update PMF on monthly basis.
Ensure, in close coordination with the AME Unit, beneficiary selection is done in line with project requirements.
Ensure collection of all documentation required from beneficiaries.
In coordination with the AME Unit, plan and facilitate data collection exercises for beneficiary selection, PDM, CSI etc.
Finalize/validate all beneficiary lists and issue assistance payment requests to ACTED Finance, Country Director and financial service providers as required.
Contribute to donor reports and proposals.
Monthly cash planning and budget forecasting (budget follow up) contributions for ACTED cash activities.
Monitor projects financial performance (BFUs) and highlight issues to CD/Finance.
Ensure all problems and/or delays are reported to management in a timely way.
Any other task assigned by the line manager
