Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is looking to hire a qualified professional with excellent knowledge in the field of public finances and a focus on tax systems and administration for the project "Good Financial Governance (GFG)I” in Kiev to fill the position of

Advisor in the project Good Financial Governance (Taxes)

Area of responsibility

The job holder is responsible for the topics tax policy and tax administration in the project team and guaranties advisory service to the Ukrainian partners (esp. Ministry of Finance and State Fiscal Service).

Tasks:

• supports the Project Manager in the planning of measures and budget of the project, in cooperation with the other project advisors
• devises project measures together with the Project Manager and the project advisors
• coordinates and accompanies the deployment of international experts with the partner institutions
• is the contact person for the Ukrainian partners (MoF, SFS), technical contractors, civil society organizations and within GIZ
• analyses and knows the reform efforts of the Ukrainian partners and derives potential support needs
• advises the Ukrainian partners in their reform efforts
• Identifies potential national and international experts to support the consultation
• leads and controls local and international professionals in the implementation of the measures
• organizes project activities such as trainings, workshops, conferences and study trips
• documents high profile project activities and provides the preliminary content for their impact-oriented public presentation
• monitors the results of project activities
• observes reform progress in tax reform
• prepares and coordinates preparatory documents for procurement contracts of services and goods
• accompanies the fulfillment of the contract, checks the factual accuracy of invoices and reports
• ensures the storage of project-relevant documents

Qualifications, competencies and experience required

• University degree in the areas of Economics, Law, Administrative Sciences or a related subject area. Specialization in Public Finance and Tax Systems.
• At least 5 years of job experience in tax administration, in comparable positions in public administration or development cooperation
• Very good knowledge of the UA tax system and/or tax administration
• Good working knowledge in dealing with IT- and communication technologies (corresponding software as well as telephone, fax, email, internet) as well as computer applications (e.g. MS-Office)
• Team player with high intercultural competence
• Proactive and self-responsible action, even under stress
• High degree of discretion and integrity
• Very good language skills in Ukrainian, Russian and English
• Strong management and organizational skills
• Readiness for regular business trips within Ukraine and occasional business trips abroad

Employment Conditions:

We offer a full-time position with 40 working hours per week until June 2019.
