Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking for the project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)” a qualified professional to fill the position of the:

“Senior Project Coordinator (full time 100%)”

This new project is funded by the Germany Ministry of Environment BMUB) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Regional Development, Building and Housing (MinRegion).

The objective of the project is to support the operationalisation of the Ukraine Energy Efficiency Fund (EEF), especially its technical function. In addition, the project supports in coordinating Technical Assistance (TA) services provided by other international institutions as well as contributing to the overall housing and municipal services agenda in Ukraine

Area of responsibilities:

• Supports the project director in the operational planning and execution of the project, including reporting and monitoring
• Supports the project director in coordinating project activities with the European Delegation, World Bank, IFC, UNDP and other development partner
• ensures the compliance of all project partners and consultants partners with GIZ policies and with agreed tasks and contributions; ensures the full implementation of the agreed tasks supporting the partners (operational plans)
• Actively works with and advises technical staff members and external advisors of the Energy Efficiency Fund (EEF) and the Ministry for Regional Development, Building and Housing (MinRegion)
• Conceptualises, organises and delivers training and capacity building activities for the EEF as well as for energy auditors, Homeowner-Associations, municipalities and other stakeholders
• Contributes to designing and refining operational procedures of the EEF, including the management of call for proposals and the technical assessment of grant applications.
• Prepares technical documents such as energy audit templates and building renovation guidelines
• Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input
• Formulates Terms of Reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation and ensuring timely delivery of satisfying results
• Coordinates and prioritises relevant project activities in cooperation with partners and international institutions, both as regards to the organisational preparation and implementation of the activities

Requirements to candidates:

• masters/MSc or doctorate in an area that is related to the project/programme objectives, with a focus on a relevant field
• At least 7 years professional experience in energy efficiency or reform of municipal services in Ukraine, ideally in international organization, preferably in the international development cooperation sector
• Good knowledge in organising and delivering trainings and capacity development measures
• A plus: Experience in performing energy audits or (conceptual) design of building renovations
• Experience in the management of donor-funded grant schemes (call for proposals) or credit lines operated by International Financial Institutions (IFIs)
• Ideally practical experience in working with or advising Homeowner-Associations (HOAs)
• Good knowledge of and existing network in the construction, building materials and professional services sector
• excellent capabilities in working in a structured and result oriented manner; high professionalism and reason based argumentation even in sometimes disputed and emotional settings
• a proven track record in a managerial positions
• full working level command of Ukrainian, Russian, English. German knowledge should be aspired if not yet existent
• willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Employment conditions:

• Full-time position with 40-hours working week until December 2019 (with possible prolongation).
