Context:
IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies.
Timely and accurate information is integral to successful coordination of the effective NFI and Common Pipeline program. The ability to collect, collate, analyze, and disseminate key information is fundamental to effective response.
Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Support Officer (NFI Reporting), the successful incumbent will support with the implementation of information management and reporting activities to support monitoring and delivery of NFI and Common Pipeline assistance.
Core Functions / Responsibilities:
- Manage all quantitative NFI and Common Pipeline data via internal and external data management systems
- Identify gaps and needs inherent to quantitative NFI/Common Pipeline programmatic data management systems and create new data management system(s) as necessary to unify data via one portal/ interface. (Data management systems to be linked may include, but are not limited to: PDMS (“Programme Data Management System”), Activity Info, IOM Warehouse Portal, and others).
- Share timely, accurate and thorough quantitative data to the NFI/ Common Pipeline team and other IOM units as requested, as well as to partners, Clusters and OCHA on both a regular and ad hoc basis
- Contribute timely and high-quality quantitative data and analysis for internal and external reporting, including, but not limited to data/information, reports, charts, graphs, and infographics, including comprehensive NFI and Common Pipeline programmatic dashboards.
- Provide technical guidance and capacity building support to NFI/Common Pipeline team regarding good data management, cleaning and analysis practices.
- Ensure IASC’s cross cutting issues (e.g. Gender, Protection, GBV risk mitigation, Environment) are fully integrated in the methodologies and developed tools and included in all key information products.
- Uphold the highest standards of data protection at all times, ensuring beneficiary information is protected across all systems and data collection methodologies employed by the unit.
- Provide training and expertise on the use and development of information management tools and platforms to NFI and Common Pipeline staff, and/or implementing partners when required.
- Develop and maintain program internal information sharing mechanisms, documentation formats, assessment formats and central file storage systems.
- As requested, provide IM support to relevant cluster or working groups.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s Degree or equivalent in Computer Science, Software Engineering, Mathematics, Statistics or another relevant field from an accredited academic institution;
- Bachelor’s Degree in mentioned fields from an accredited academic institution with two years of professional experience.
Experience
- Experience working with Camp Coordination and Camp Management operations preferable.
- Experience in managing multi-sectoral activities, including distribution and community outreach.
- Experience working with a non-governmental organization and/or international organization is an advantage.
- Knowledge of project management cycle.
- Proficient use of Microsoft software such as Excel and PowerPoint and other software such as SPSS, KoBo toolbox, DropBox, etc.
- Experience with data management, collection and protection processes
- Experience working in post-conflict/emergency zones and in high-risk environments is advantageous
- Experience in humanitarian or emergency response or related field is advantageous
- Experience in NFI, Supply Chain or logistics programming in an emergency humanitarian response is advantageous
- Experience in emergency project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting is advantageous
- Experience with data visualization tools such as PowerBi, Tableau, and/or Adobe Creative suite
- Excellent professional skills in data management programmes and languages, including Microsoft Excel, Google Sheets, and SQL
- Professional skills in data collection tools such as KoBo Toolbox, Arc Collector, Survey123, Survey Monkey, Microsoft Forms and Google Forms
- Good overall computer literacy, including fluency in MS Office suite, Outlook, MS Teams, etc
- Good coordination and communication skills,
- Excellent analytical skills;
- Excellent interpersonal skills including negotiation, relationship management and teamwork
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds
- Excellent attention to detail required
Languages
English and Ukrainian is required.
