FOR THE CONSULTANCY CONTRACT OF: Data Management Assistant (Consultant) (3 positions)
- Duty Stations of the Consultancy: Lviv, Ivano-Frankivsk, Odesa, Ukraine
- Duration of Consultancy: 3 months (with the possibility of extension)
- Nature of the consultancy: The consultant will provide information management support to the Shelter and Housing Unit, supporting the unit’s data cleaning and transition in managing, storing, and collecting data.
- Project Context and Scope:
The Shelter and Housing Unit has rapidly scaled its operations across Ukraine and put temporary systems in place for collecting, storing and managing information. As the unit looks to further scale its activities across the country, including adding additional activities and several new high-value partnerships, IOM will systemize the information management system via various information management tools to collect, store and manage data in all operation hubs. In addition, data protocols will need to be put in place to govern data processing through the shelter and housing unit workflow, and field staff will need to be trained in using this new system and data entering. While the unit’s Information Management and GIS Officer is taking the lead in setting up the system for the unit, additional support is needed given the amount of work required over the following three months in Lviv Hub, Ivano-Frankivsk Hub and Odesa Hub Offices. Under overall supervision of the Chief of Mission and direct supervision of Information Management and GIS Officer, the consultants will therefore provide support in:
- Data transition to Activity Reporting Tool – ART – for the completed unit activities.
- Entering planned and ongoing unit activities during the reporting week.
- Reporting to the SNFI Cluster, internally, etc.
- Providing capacity building to field staff to use data collection tools and report data in required format and templates.
- Organizational Department / Unit to which the Consultant is contributing: Response, Recovery, Resilience/ Shelter and Housing Unit, IOM Ukraine Mission.
- Category A Consultants: Tasks to be performed under this contract:
- Provide support, through the following tasks:
- Data cleaning.
- Collecting missing data and entering it into ART.
- Training field staff in data collection and management on ART, Kobo and other integrated systems.
- Data visualisation, including supporting the design, creation and maintenance of dashboards.
- Supporting the strategic design of IOM’s data collection and management processes/tools.
- Provide support to the IM and GIS Officer through the following tasks:
- Preparing reports for IOM internal reporting.
- Preparing data for external reporting.
- Tracking and monitoring IOM’s activities.
- Providing inputs for sitreps, data requests, etc.
- Perform such other duties as may be assigned.
- Performance indicators for the evaluation of results:
- Minimum 15 weekly data entry/update reporting requirements met within the deadline.
- Minimum 10 assessments migrated to ART.
- Education, Experience and/or skills required:
Education
Bachelor’s degree in Statistics, Geography, Computer Science or related fields with at least one year of data management work experience.
Experience
- Experience in data management.
- Experience in humanitarian programmes advantageous.
- A good level of proficiency in Excel Essential.
- Proficiency in Power BI, XLSForms etc., is advantageous.
- Strong quantitative skills are advantageous.
- Travel required:
The Consultants will be based in Lviv Hub, Ivano-Frankivsk Hub and Odesa Hub Offices, but occasional travel to other field offices across Ukraine is likely during the consultancy.
