Job accountability area:
- Provide company with timely, best price and best quality purchases in accordance with company aims
- Perform strategic buying and category management in frames of the related Purchasing Groups:
- Radio Network (supply and services)
- Transport Network (supply and services)
- Core Network (supply and services)
- Site Services
- Energy and Field materials
- Play a leadership and advisory role to clients and colleagues in handling complex procurement tasks and issues, which frequently cut across functions
- Control, plan, coordinate and report on the work of the unit.
Functional Responsibilities:
- Challenge, enhance and standardise existing procurement practices to ensure conformity of approach, generate economies of scale and deliver better value for money
- Deliver a category approach to ensure the procurement resources align with all operational and functional business areas
- To ensure availability on the company’s stocks of equipment, materials and accessories required for the roll-out, maintenance and operational activities according to the requirements of the internal client
- Ensure the smooth, continuously and reliable cooperation with all subcontractors involved in the roll-out, maintenance and operational activities to avoid any delay in subcontractor’s performance
- Ensure the timely resource allocation for the not-planned but prioritized for the roll out activities tenders and to be responsible for the timely results delivery
- Avoid the surplus equipment keeping on stock, develop the sale activities of the used equipment to other companies.
- Maintain relationships with existing suppliers and source new suppliers as required
- Hold a communication with Group Procurement
- Control of Conducting tenders (including Group Procurement approach):
- Control and approve of tender documentation preparation (RfP etc.), tender participants selection;
- Analysis tender information (including Cost of Ownership, alternative scenarios);
- Projects evaluation and approval within the approval limit;
- Tender results presentation to the management;
- Evaluation of possible risks and find the ways for its minimization.
- Control of execution of signed contracts in the bounds of contract terms
- Control and approval of Purchase Orders and Contracts creation in SAP
- Control of timely and accurate Finance documents processing in SAP by the team
- Planning:
- Annual Unit Procurement Plan preparation and monthly execution follow-up;
- Cash flow planning and submitting to Treasury Department control to ensure timely payments.
- Reporting by the team establishing and follow up:
- Delivery control and reporting execution;
- Timely reporting about purchases and contracts status;
- Reporting (weekly reports to management, internal clients, Group Procurement, tender reports, purchases and contracts status reports, reports upon request etc.).
- Management and supervision of Unit:
- Interviewing, hiring and overseeing staff, putting targets and evaluating KPIs;
- Organize and plan the unit work, allocate resources, manage urgent requests;
- Create motivation program; provide feedback on regular base; mentoring;
- Control the work and results of work, create standards, measure results;
- Build and grow the procurement team by utilising strong change management techniques and focusing on people development;
- Build superior supplier relationship management capability within the team and through continuous business improvement.
Education - University degree, Area - Telecommunications/Economics/ Engineering
Working experience: 5 - 8 years in the area of Procurement/Telecom.
Relevant industry experience is a plus.
Language skills:
- Ukrainian – fluent (official style)
- Russian - fluent
- English – upper +, advanced
PC Skills - MS Office: Outlook, Word, Excel, PowerPoint, MS Project, Effective work in Internet, SAP R/S skills

- Familiar with a variety of the GSM concepts, practices, and procedures.
